    I dont know what exactly it is called but How can you record over a movie... like for example if i want to talk like a documentary style over a certain clip, how would i do that?

    Easiest way is to use a real editor by companies like Ulead or Pinnacle. You can use a microphone on your computer and talk over the video while it plays.

    There are other methods but those are certainly the easiest.

    The new (beta) version of Audacity has an "Auto duck" effect.
    (It works, but is quite slow.)
    Audacity is purely an audio editor, you would need to demux the audio, edit the track, remux.
    But it's free.
