The AVI container (an instantiation of RIFF) is as flexible as any other. But since it has been abandoned by Microsoft there is nobody to set standards for extending it. Given VFW's (also abandoned by Microsoft) one-frame-in-one-frame-out model developers have to work out kludges for codecs with out-of-order encoding (most modern codecs).
In short, AVI is the walking dead. Other containers, like TS, M2TS, MP4, and MKV are alive and have standard setting bodies to maintain them.
