I'm running Vista 32-bit Ultimate (no driver for 64-bit for my laser printer or i'd run it) eVGA nVidia FX 8600 GT 512MB w/ 177.92's, AMD 64-X2 4200+ skt 939 CPU, 2GB DDR400 OCZ Ram(3-3-3-8), onboard sound w/ latest drivers from realtek. SATA-II 3.0GB/s Seagate 250Gb HDD. Vista is fully updated this occurs from what i've noticed mainly on flv movies (ie. youtube, etc). Any assistance w/ this issue is greatly appreciated. Oh motherboard is using the nforce 4 chipset w/ the latest Vista drivers from nvidia's site. again, thanks in advance for any help that you may provide.

Does it also affect the audio? I suspect it is simply video issue. Do you also have the latest video drivers installed? You could try switching to the generic Vista video driver and see if the problem continues.

Disable aero if you have it activated. It draws down resources too.

I have similar specs with vista 32 and don't have that type of problem (though I run a ati all-in-wonder hd pci-e graphic card).

Also try running the video in vlc or media player classic. They have internal codecs. If it runs fine in these perhaps a codec is corrupted???
