Not sure if there's a program that automates this, and if there was, it's probably not 100% effective. If there is one, please point me in the right direction.
I'll most likely have to manually do this. What program (or way) can I quickly add mutes to the audio? Or maybe something less "harsh" like a dip in the volume.
Thanks.

What format is your source audio in?
Manually, you can use Audacity to do this if the source is WAV or MP3 (or a couple others that I can't remember right now, but not AC3)."Shut up Wesley!" -- Captain Jean-Luc Picard

If this is for a commentary track or voice over, there is a filter called Auto Duck that uses one audio track to control the volume on another.

However as you have provided no context for your request - on what basis are you muting or reducing the volume ? - I don't know if this is what you are after.Read my blog here.

I know I was going to have to manually do this, but what program can make it easier for me? Adding, like, half-second mutes very quick.

In Audacity you select the section you want to block out and then Edit/Silence. This silences out the section but keeps the file the same length so if you remux it with video it will still be in sync. "Shut up Wesley!" -- Captain Jean-Luc Picard
