    What program do I need to edit a VOB file?

    If you just need simple cuts of a VOB, then Mpg2Cut2 may work for you. Be aware a VOB can contain video, audio, subtitles and menus. You can also use DVD Shrink for some simple editing of VOBs. Most times I demux them to a MPEG and use a MPEG editor. VOB2MPG is one way to do that.

    DVD Shrink won't work with VOBs in isolation - it need a full DVD structure (ifo/bup files) to be able to open the VOBs.

    I think VOB2MPG also needs a VIDEO_TS folder. I assumed he had the folder. If you just had a VOB by itself, I would demux it to a MPEG and just use any MPEG editor that's handy. Quick and dirty, you can rename it from a VOB to a .mpg, if you don't need the rest of the VOB structure. That works most times. The OP never explained what type of editing he wanted to do.
