Menus in DLP

I am authoring an interactive DVD in DVD lab pro. I thought the limit was 250 menus per VTS but when I started to create 10 new menus for the quiz I got an error "Failed to Create Empty Document" It still created the new menu but it gives me this message for each menu following. Last time I kept creating menus and when I opened the file it wouldnt allow me to work before the application closed. Can anyone help with this message? Do I need to create a VMG or something else so it will allow me to create 250 menus on a VTS?
