Cutting an mpeg2 file

Are there any programs or techniques out there to simply cut an mpeg2 video file (without reprocessing it)? I have come accross an mpeg svcd but it seems to be cut for 800mb disks, would like to burn to 700mb disks.

VCD or SVCD will burn 800 Mb to 700 Mb disk. Video (and audio, I guess) formats differently, but must burn as Video, not data.

I tried to do it using vcd easy, had it make an iso and used adaptec to burn a disk from the iso, and it messed up, no errors durring te burn, but the disk surface looked wierd. I could see the files with my computer, but couldn't access them.
