I would like to be able add a menu to a dvd that is already finalized..I s this possible?

Yes, although it is often simpler to extract the video and audio from the original and author a new disc. VOB2MPG can extract the video and audio to an mpeg file without re-encoding, and GUIForDVDAuthor can create a new DVD with menus ready for burning.
