What is the best tool to grab a still image or frame from a DV file? Thank you.

VirtualDub or VD Mod works for me. You can select your output format, or copy to the 'clipboard' and open with paint or other graphics editors. Use the R-L arrow keys to step through your video to find the exact frame you want. VD Mod has the 'Snapshot' feature for exporting as TARGA, BMP or PNG formats.
If you copy from the source frame, you will have the original view. If you add filters, you can copy from the output frame and you will get the filtered view. Handy for showing what a filter can do or making the captured image look a bit better. -
Also, depending on your version, Windows Media Player (Ctrl-I).
