  1. I'm going to burn a PAL video CD using a PAL MPEG using Nero's VCD Creator layout. Do I need to select PAL in the encoding resolution under the Video CD tab under the write cd dialogue menu? Or do I leave it at NTSC and let Nero burn the CD? I want to get the best quality VCD out of this. Any help would be greatly appreciated!

    Thanks!

On the risk of being only 98% percent correct on this, I'd say that the setting you refer to apply only to still images on the VCDs - menus, images added before the first track, etc.

As Nero actually encodes & resize images by itself, no matter what, it asks you what resolution (PAL or NTSC) you want them to be. It has nothing to do with the MPEGs themselves - as long as they are VCD compliant.

Regarding non-VCD compliant MPEGs / non-MPEGs that you let Nero convert - I don't know.

  3. The PAL/NTSC question is normally very easy.
If you live in Europe, you select PAL, if you live in the USA, you select NTSC. Otherwise, you will get a black/white rolling picture when playing back the VCD. The same goes for menus and anyhting else in video standards, PAL=Europe, NTSC=USA.

(and no needs for replies about other countries, check your country's TV system format)

  4. It's not that easy and that doesn't happen... I've burnt both PAL and NTSC from various sources - both my DVD player and my TV handle it fine... No funny lines, no rolling screens etc.

HOWEVER, I was incorrectly encoding some NTSC avi's as PAL which I believe was causing a progressive loss of audio synch.

So (IMO) IT DOES matter what you choose - not because of the type of TV or DVD player you have, not because of where you live, but based on the type of video source you are encoding.
