I've been wondering, how would you create the effect of taking a photograph (complete with a white frame around the snapshot) of a video inside Sony Vegas...?

You could use a velocity envelope to stop the video (drop the speed to 0 in a single frame), then use a cookie cutter to add the frame.
Or more simply, use the snapshot function in the preview window to grab a still, then put this on the timeline. Just remember to set preview to Best (full) before you take the snapshot. Again, cookie cutter is the easiest way to add a frame inside Vegas, but you can also add one easily in any paint programRead my blog here.
