Hello, I wonder if anyone could help. I have a Pinnacle
DC1000 and make Mpeg2 files which I ultimately want to
export to SVCD.
Since the pinnacle cannot go below 5MBit/s I have 2
questions.
(1) What is the best way to convert the Mpeg2 stream down
to a lower bit rate. (and also the quickest)
(2) What is the correct approach. Create the Pinnacle Mpeg2
file at a high bitrate (say 10MBit/sec) or at the
lowest bit rate available.

rempg2mpg can change the bitrate on mpeg2 streams, and it leaves the original GOP struture in tact. It can also scale the size down to 480x480, 352x480, or leave it at 720x480 (x576 for PAL).
It's a small app (~500K) and free too.

You can also use TMPGenc, 30 day limit on MPEG2 encoding for the newer versions, but not on TMPGenc beta 12, or 12a. You can find those in the tools section on your left.
You should capture at the highest bitrate. The best encodes come from the best source. Crap in = crap out
