Which sound recording software and pc microphone combination will give me good quality MP3 sound files to edit into a video project? Thanks for your help.

"Good" enough to potentially transfer to DigiBeta for digital projection as unmixed voice over. I'm expecting to learn about an approximately $30 desktop microphone and a $30 sound recording program. I'd be willing to spend more if necessary. Educate me. Thanks.

You don't need a commercial recording program. Audacity will work fine. But a decent mic is going to cost closer to $100. The USB mics are pretty good and easy to integrate with your PC.

The steps would be:
Record to WAV in Audacity
Add Dynamic Range Compression In Audacity
Convert to MP3 in Audacity -
Audacity is easily as capable as any $30 tool when it comes to recording and output, and it is free, so you could buy a better mic. If you do want to buy software, you could consider Reaper, which has the added advantage of being a multi-track recorder so you can play the original audio back while recording the narration.
