    Hello,

    i can do this on stills, but how do you put an overlay on a video image.
    Example.. like a silly face put on an athetes body (it should be obvious that it is cut/paste) not trying to fool anyone , like on the silly videos on TV.

    what program would one use?

    Most editors support basic overlays and compositing, and the betters one have masks and keyframing. For basic effects this is adequate if slow, especially if the subject or camera is moving.

    The fastest way is probably with motion tracking in After Effects. Here is a tutorial which involves motion tracking in AE.

    For a free effects editor that can do that, try Wax from Debugmode.

    There is a tutorial on rotoscoping using Wax on Youtube, search for "thumb guy".
