    I need a dvd reauthor tool to create chapters on my already made dvd folder, what am I looking for?

    VOBBlanker, but you are limited in how much you can do after authoring.

    DVDRemake. There are 3 operations to perform.
    1. Split (into) cells.
    2. Add program attributes to proper cells.
    3. Register programs as chapters in VTS title map.

    with free tools:
    1 can also be done with VOBBlanker
    2&3 can be done with PGCEdit

    2 should be enough for next/previous to work
    3 is necessary for random access to chapters
