Trying to Capture Video

I have been using a Pinnacle USB-700 Movie Box (External) to capture Video and Audio from my TV to my computer using Scart from TV to 3 RCA to USB-700 ok, but now the piece of s*h*i*t is causing capture freeze and do not have the energy anymore to fix it.
I have since brought a Avermedia DVD EZMaker PCI Deluxe capture card, installed the drivers ok under Vista 64-Bit (8GB Ram) but can not see anything being captured from the TV, I have a RF cable going into the TV and a Scart to 3 RCA cable into the capture card from the TV.
I have also tried Scart to 2 RCA / 1 S-Video cable to card and still no go. I'm using Power Producer V5 and when I open the software it says the capture device is unavailble possible causes (1) the capture device is being used by another program (2) No valid capture device (3) Capture device rendering fail.
Can this card be used for what I have been doing with the Pinnacle USB-700 or do I need to set it up a different way?

Vista 64-Bit = problems.

Have you tried upgrade to latest drivers(if any) ?
