Set up a TV Station!

Here is something different:

I met someone that has four small hotels, located in different areas. And he decided to create his own cable TV station for his hotels.

What he wish to do is simply (as an idea): On one of his hotels, he wants to have a PC with some mpeg or avi files. And he wish to broadcast that, usind a DSL line, to the rest hotels.

The way I see it, he needs a tv automation system. Something like an video jukebox with the possibility of a live feed, through a camera or a DVD player or even a terrestrial TV channel (something like a general AUX in). He also needs a solution to broadcast that through the internet, to 3 clients at the same time. I don't think that he cares for picture quality. 352x288 could be perfect for him the way I see it

Do you have any ideas of related software? Cheap is needed, freeware is even more better!

I found a software called "Jazzler" as a possible solution for automation (it is a local software product) but I wonder if there are other solutions out there. For broadcasting, I believe a Slingbox is the best solution for him (actually 3 slingboxes with 3 DSL lines)

Any other ideas?

Will he also need broadcast rights for the the footage he will be showing?

I don't think so, neither I asked him to tell you the true.

From what I understand, he wish to "broadcast" what he offers to his Hotels, the services, the locations, the rooms, a "welcome" message, etc. Probably a weather forecast and so on.

And probably he wish to talk to his employers once in a while (that's why he said about a camera I guess).
