I try to use ordinary mpeg encoder such as, xing, ulead video studio
but find out that my mpg lose quality when reencoding. What should i do?
Is there any program can help me, please? Thanx.

MPEG is a lossy format.
If you want to have an intermediate video format for later encoding, you should strongly consider using a lossless AVI codec (e.g., HuffyUV) or a minimally lossy one (e.g., various MJPEG).
