Why would a DVD play its audio just fine on multiple laptops, but not play audio at all on multiple settop players?

Here's some information about the DVD ...

    Format: MPEG-2 Program
    Video: MPEG-2, 720 X 480, 29.97 fps, 9800 kbps (UBR)
Audio: MPEG Layer 2, 1 Channel, 44.1 KHz, 112 kbps

What can I try to get this DVD program to play its audio on settop DVD players as well as on laptops?

    Thanks.

    44.1 kHz <-- that should be 48kHz

MPEG-1 Layer 2 <-- and you're in the United States of Mars

because 44.1 KHz is not DVD compliant. you need to re-encode the audio to 48 KHz if you want a better chance of playback on standalone players.

I also believe mpeg audio is not NTSC dvd compliant.

It's not mandated, but most newer players will have no problem.

I'd be more concerned about the video bitrate, the maximum bitrate allowed for a video DVD is 10.08Mbs INCLUDING audio, and subtitles, etc. 9800 kbit/s is too high and may cause problems with standalone players that can only read around 10mbs.

I would be too, except that the audio is a pathetically low 112 kbps. I also suspect that the 9800 isn't real, but just what the header says.

Apologies for my ignorance, but I still don't know which application
accepts placing 44.1kHz audio into a .VOB
