Full processing is taking one format and converting it to another.
Fast recompress is just basic editing and saving in the same format.
I assume you are looking into Virtualdub as a first time user as this is their terminology. Check the guides on the left of the screen for more information on virtualdub.
Also you can check out the glossary on the left of the screen for more techinical answers - mine is kind of a generic description.

Lots of differences. You'll need to use Full Processing if intending to use the VDub filters. It'll also convert your source to RGB first. With no filtering you can use Fast Recompress. I think that's right.
However, since most people need to filter their videos somehow, at least with a resize, they have to use Full Processing. If speed and quality are important, much better would be to frameserve into VDub(Mod) with an AviSynth script with the filtering already done. Then you can use Fast Recompress. The result - up to 30% or so faster encoding and better quality. -
Fast Recompress Mode simply passes the video through to the encode without altering the colourspace or changing the video in any way. Think of it as Direct Stream Processing without the edits.
Full Processing Mode shifts colorspace to RGB, even if you don't use any filters, and causes a performance/speed hit as well as risking introducing artifacts and colour changes.Read my blog here.
