1.) A virus named win32@storm is dumped on my system via "star wars monoply"
2.) Quick heal fails to detect it
3.) Quick heal does not stop it
4.) Norton is re-installed with a new 90 trail and stops the infection, but quarentins about 850 exe files
5.) Alot of Windows exes are missing
If i try to reload Windows from the install disk, will it replace only the files that are missing?

If you re-install windows, it'll re-install windows. It'll replace the missing programs, plus the ones that are there already. It won't erase other files that you've installed, but you'd need to install them again anyway. What you might want to do is install to another directory, then copy the missing files to the old version (drag the new windows files/folders into the old windows folder and it'll replace the ones that aren't there, but prompt you to overwrite stuff that is already there, which you could say no. The only real problem is that norton might still consider those new files to be quarantined. I think you'd better back up your stuff, and reinstall.

I think that there is a way of restoring system files from the Win98 CD, however I seem to have forgotten how to do it. Try doing a search on it, I am sure something will crop up. I dont think that there is any need to re-install Windows though, not if you know all the names of the files you need to replace. They are all contained on the Win98 CD.

98SE right? This won't work quite as slick in 98, but in 98SE it works nice:
start...run...sfc.exe
Have your Win98SE disk handy (preferably in the drive), and make sure the options are set to check for missing and corrupt files files. It's not foolproof, but it'll get you there part of the way...
Best of luck.As Churchill famously predicted when Chamberlain returned from Munich proclaiming peace in his time: "You were given the choice between war and dishonor. You chose dishonor, and you will have war."
