Will making color and sound corrections in "MPEG Video Wizard DVD" affect the video resolution once exported to DVD?

No (and yes). Making adjustments to colour, or anything to do with the image other than simple cut edits, will force a re-encode. If you have your settings correct, resolution should not be affected, however depending on your bitrates etc, quality may be reduced.
If you don't have your settings correct, resolution may well be changed. Make sure you have your settings matching the source video (For NTSC Full-D1 it should be 720 x 480, with an aspect ratio of either 4:3 or 16:9)Read my blog here.
