Here's a 4x enlarged portion of one field from frame 57 (the missing field is black) and a bob deinterlace like WMP would perform:
It's hard to say for sure but I would say the original field doesn't show any significant blockiness. The bob image does look a little blocky, an artifact of the deinterlacing.
The MPEG file looked very similar. It was encoded interlaced and bottom field first. So it was correctly encoded.
