    Exactly how does one obtain a chroma-keyed video with a transparent background, and then overlay it atop a web page? Apparently it is not necessary to use services like 'www dot webpeople dot us' if one has his or her own website, even if the site is hosted on one of the many $10/month shared hosting services.

    I don't believe you can. The most common way would be to convert it to gif with transparency instead. As for the video - you shoot it yourself.
