When inserting a volum envelope in Vegas 8 the max gain is +6dB. Is there away to raise what the maximum can be?

you could save it then do it again I suppose...

You can increase the volume on the entire track (volume slider on the audio track itself) and then use the envelope to increase another 6 db and reduce as much as you want (to infinity if necessary). That'll give you an 18 db boost total.
Or boost the audio track by that 18 db, render just the audio as a wav, bring it into the project as a new audio track and use it instead of or in addition to the original track.
Come to think of it, I don't know but you might be able to copy the audio track and paste a second and third copy as additional audio tracks and boost the volume on all of them.
Do you have a very quiet audio track? -
I have a track that is noticeably quieter in some spots. It's a church service that was recored from the mixer so there was a -10dB pad on the REC out. The music is loud enough but speech parts are quieter. I wanted to see if I could just use the volume envelope instead of editing separately in Adobe Audition.
