If you mean to edit the included menu templates in the latest release of ConvertXtoDVD v3.xx, then no
I'm looking for something myself, the menus appear to be basically images with a huge .ini file to control what does what in the actual menu, but apart from that they didn't bother to actually make it very simple to create your own menu from scratch, but it is a vast improvement over the atrocious menus that were in the v2.xx of ConvertXtoDVD
You can edit the build-in menus upto a point but its not very user friendly and it certainly isn't easy to use in the sense of a drag and drop interface similiar to TMPGenc DVD Authors menu editor -
I don't use ConvertX, but you can replace what they give you after the fact by following my Menu Replacing guide. Since (I guess) these are just static menus, then scroll down to The Easy Way portion at the bottom of the post:

You'll have to make sure that the new text lines up with the underlying subpics (make sure it's in the same place as before), or else you'll have to edit the subpics as well, and that's not nearly as easy.
