got this moving straight lines in my crt monitor in the task bar part. Is my monitor dying?

Could be the monitor itself or simply interference (on the AC or the video input). However, if the "lines" are staying in the same place, it is likely the monitor.

it's the same place. sometimes it disappear.

The easiest way of troubleshooting, would be to test the monitor on another computer (preferably at another location). That would eliminate the current PC and AC power as culprits.
