There are companies who offer a work around and you send the message via email which they convert to a standard fax AT A COST -
And fax over internet kind of defeats the purpose of the format.
I have used a fax program with my laptop modem called 'Mighty Fax' for quite a long time. It's shareware, but you only pay once for lifetime upgrades. http://www.rkssoftware.com/mightyfax/overview.html It's very easy to use and you can use it on several computers under the same license.
It can fax documents from a scanner or from a word processing program and also receive fax transmissions. BTW, many word processors can output a simple fax. Instead of printing, you just send the document to the fax 'printer'. (The modem.) You need a fax driver, though.
In order to use a internet fax, the fax you send digitally has to be converted to analog and the destination phone fax machine dialed. That's the cost. Though there may be free options out there.
If you want to use the internet to send a document, a email attachment would be simpler.I convert to Adobe PDF format for that, then what you send is what they get.

If you have a networkable fax machine, then it would have come with the necessary software.
PC fax modem less than $20.00 now. Also, there is Kinko's or similar office supply co. -

Most laptops come with a modem (probably the manufacturers being nostalgic). Windows has built in faxing that is more than adequate for that (antiquated) technology.
