For some reason, I am having trouble finding a simple (and free) tool to do the most obvious conversion: WAV to MP3. Help will be appreciated.

All of the above are very good. I'll add RazorLame to the list. It's a front-end for LAME http://www.dors.de/razorlame/screenshots.php It provides very good control over your encodes, as you'll see from these screen shots.
