I am trying to make a dvd. There is several videos for different things like 5 videos for one how to example1, 5 for another how to example2 etc.... I would like lay out the dvd like this

When they stick the dvd in I only want to show how to example1 and how to example2 and when they click on each how to it will open up the videos under each main how to section. I have been trying with nero but cant figure it out and been googling and still nothing.

It is all in the menu design. I would use a real authoring tool, not Nero, which is really aimed at simple AVI to DVD type conversion.
Assuming you have correctly encoded all your videos to be DVD compliant (see What is DVD - top left corner - if you have not yet done this), you can use GUIForDVDAuthor (free product) or DVD Styler (free product) to create the menus and author the disc.
You can do it either with one menu that has all the options on it, or you could have three menus
