Windows XP problem with folders

I'm trying to create folders of pictures and I have 20 folders by date. When I go to VIEW--> ARRANGE ICONS BY, it doesnt matter what I do. If I select by NAME, it doesnt order it alphabetically. If I choose by SIZE, it doesnt go from smallest to largest. It's is weird, almost as if the view functions do not work. Does anyone else have this problem? I have to manually arrange the order of my folders by date (oldest to newest), but when I exit the folder and go back in, it goes back to some random order again!

there is a selection in tools/folder options/view to turn off the view all folders like the default, which is what happens every time you close then open a folder.
