Double-click on the Speaker icon in the system tray to open the properties sheet. Probably called Master Volume. Click on Options>Properties. Either click on the Recording radio button, then make sure the Mic and Line In inputs are ticked, or pull down the Mixer Device drop down and select the Input device. Again, make sure Mic and Line In is ticked.

Click OK, and you should not see the Recording properties sheet. Make sure Mic Volume is ticked. If you don't, try Line volume.

All of this assumes you have the mic plugged into the right jack etc.

You have a few options :

First, make sure you have the input levels correct for the Mic so you are getting a good signal without distortion.

Second, every track in Reaper has it's own volume level, so you can boost just the vocal track

Third, you can add a volume envelope to the track, and by adding points you can vary the volume at different points in the track as necessary
