What has to go into a text file in order for DLP to recognize it and create chapters accordingly? What I want to do is create chapters in a DVD complaint MPEG in TMPDEnc before I import into DLP. Do I just put the places I want the chapters in a text file?

I create text files with the time in hh:mms:ff format (h=hour, m=minute, s=second, f=frame). One chapter point per line.
    e.g.
    00:00:00:00
    00:04:32:10
    00:07:12:23
    00:15:22:00
    01:56:08:12
    etc.
    etc.

Then select the text file when you want to import chapter points in the Movie menu.
Just make sure you Frame Index the movie if you want more accurate chapter points.

Perfect. Thank you very much. One question. Will it be an issue if the movie is 23.976 with a 3:2 pull down?

No, since the time remains the same whether you're talking about the progressive 23.976fps encode or the interlaced 29.97fps output. Now, if the chapters were frame number based (as with Muxman, IFOEdit, etc.), then it makes a big difference.
