I am not sure this is the right place for my question but here it goes

I have 2 movie files, one has the correct audio language, but hard coded subtitles.

The other has no subtitles but the wrong audio language

How do I remove the audio from the english version and add it to the movie with the wrong language, I may will have to add a delay to match the video and audio

What format are the movie files in? MPG? AVI? FLV? Etc. This will determine what the best tool (or tools) is.
There is some corner of a foreign field that is forever England: Telstra Stadium, Sydney, 22/11/2003.

You will have to demux the audio you want, load it into audacity and change the tempo to make it fit the length of the video you want to match it to, then you can mux the two together.

Look under the list of Filters and find the one that adjusts the length. I am pretty sure it is called Change Tempo or similar
