if i use magic dvd ripper, i can back up or convert from dvd AND THERE IS A SETTING THAT ALLOWS YOU TO CHOOSE THE FILE SIZE. now of course the video loses quality if i go really low, thats ok i understand that... i also understand that if i put the file size setting to (say just for example) 3 gigs, it may come out a little more or less based on the video length etc, thats also fine........... i understand that its just an estimate ... but here's the problem
magic dvd ripper only backs up or converts from dvd discs or dvd video files on the hard drive .... i need a software that i can use to convert and determine the file size of normal video files such as mpeg, avi, wmv etc....
can anyone point me in the right direction???

There is a universal rule for digital video, and it doesn't matter what compression you use, it still applies.
Running Time x Bitrate = Size.
So if your conversion tool doesn't let you pick a file size, but let's you set a bitrate, you can still control the output size by using a bitrate calculator and getting the numbers right.
Which program is best for conversion depends on what you are converting to and from. You can look at the all-in-ones like Media Convert and SUPER, or more specialised tools such as AutoGK, which give better quality, IMO.Read my blog here.
