    I'm guessing you got it by now (haven't been around these parts much lately) but the short answer is YES. This VHS VCR can play back a PAL VHS tape and output NTSC.

    Will you be happy with the image quality? Probably not. But hey, it works 8)

    Thanks for your response, yes I got it and it does do a good job of converting those tapes to NTSC. But as far as image quality, I really wish it had an s-video output and it doesnt.

  2. Do not think that would add much to the project with that VCR.

    I have done alot of Pal<>ntsc work and the best solution is to capture in the original format, reason is that it is easy and inexpensive to get a dvd player that will enable you to play the pal dvd on the ntsc TV, at last there is a good alternative to the Philips in the Pioneer 420 model.

    but you need a dvd recorder or capture card to do that.

    Just FYI, in Europe they do not have these problems as many off the shelf dvd players will convert ntsc to pal and are region free, and nearly all vcr's will ouput ntsc to a pal tv albeit in a hybrid format called PAL 60(Not relevant to your project)

    The typical capture card that is recommended is the Hauppauge PVR 250 or 350 which can be had on ebay for circa $120.00 or a dvd recorder such as an older Philips or Daytek models did it . or:-

    this will record in either ntsc or pal but will not convert the output to watch on TV so you would need a TV that can diaplay pal.

    If you really want to convert the vhs tapes to enable capture/record in NTSC , this is the best machine:-

    I have owned and experimented wit the samsung worldwide models and the Tenlab converter that costs around $500 not worth the money,neither are as good as the panny above. the biggest issue I have seen in jerkiness with cheap converters or trying to encode whilst your PC is doing another task.

    If you can capture in the original format and wish to convert to the other then TMPG express is the best I have seen.

    There are many many posts on here introducing aspects I have never seen, talking about fps problems and film framerates etc, I do not need to understand all that as I have never had the problems others seem to have.

    All my material is apparently bog standard 16 x9 or 4x 3, 29.97 fps for ntsc and 25fps for pal.

    I have the Panasonic worldwide machine and have it connected to my 46# HDTV Sony via RCA cables !!, and it looks fine, obviously the TV does some work, if not all, in making the picture acceptable.

    Oh I can play PAL dvds. I wanna be able to encode them using my dvd recorder the JVC DRM-100.
