    I would like to know which application is the best to author DVD's with options to different languages
    and subtitles.

    Any suggestion will be appreciated...

    Look at "Tools" section on left hand side of this page. There is 44 app's listed for DVD authoring.
    Lots of people use dvdauthor.
    I second Midzuki on DVD Lab Pro, as that one has more advanced features for reasonable price.
