    Please excuse this rather naive newbie authoring question, but are there ways to "harvest" existing menus from one source, and re-use them somewhere else ? A method that is not terribly complicated or involving a great deal of work, which perhaps makes use of free tools and has guides available ? (In browsing the Tools section, nothing jumped out at me. So I'll be very surprised, if the answer is 'Yes.')

    It all depends how do you want to use them.
    To extract, use VobBlanker(free).
    Any modification will require work and extra tools, because you will loose all button connection and highlightes, text will stay.
