    I have a number of JPG files (100+) that I want to convert into a movie... I also want to be able to adjust the rate between the images (ie 0.1sec, 0.33sec, 1sec, etc)... I would like to use a free-ware, share-ware, or low-cost option. any and all options are welcome

    There are few slideshow options. Microsoft have a free offering called Photostory which is surprisingly good except for one minor hitch - it only outputs WMV. Papa John has some high quality output templates for it so you can get DVD quality. It is flexible and reasonably clever. It does the Ken Burns things as well, if you need it.

    You can also search the Tools section for slideshow and will find several other strong contenders.

  3. You can do that in virtualdub/virtualdubmod (free) as well. It should auto load the pictures if they are sequentially numbered (e.g. picture01.jpg, picture02.jpg...etc...)

    Adjust the frame rate by using video=>frame rate

    Use some sort of compression like XviD or DivX (video=>compression)

    OK, I have virtualdubmod and was able to create a movie... but how do I actually adjust the "speed"? I went into video/frame-rate and made several changes but none seemed to make any difference to the actual movie and the speed/frame/etc

    You'll need a program like Gif Movie Gear which can change how long each frame plays. It's not free but IMO, it's well worth the $30 that it costs.
