The GB/platter increases as technology improves. Both sides of the platter are (can be) used. And the size of the platter makes a difference too:

I only buy Western Digital, mainly because they are actually quiet. I like the WD Caviar SE16 - 500 GB. From my understanding, the more platters, the more trouble it can have. I would like to get the 750GB, but the reviews aren't as good.

Most manufacturers are currently using various platter sizes. WD has the new 640GB drive, which is using two 320GB platters. The number of platters should be mostly irrelevant. Almost all purchases boil down to size and price, not the number of platters.
