TV Tuner Hardware for Windows 2003 Streaming Server

i`m planning to broadcast tv show on my country via windows 2003 streaming services.
i tried few tv tunner but always get error on Windows Encoder 9 (freeze, black screen) before i sync it to Streaming 2003 Server.

any suggetion Tv Tunner that compatible with windows 2003 32/64 bit?

Freezing might be system caused by low specs, direct capture and encode into wm9 takes processing power.

Personally , create the capture file first, then encode, followed by placing the encoded stream on the required server ... less issues.
