It is a single channel (mono) audio clip running at 8000Hz and compressed at 33kbps, however whatever created it has tagged the codec required as DEVELEOPMENT. Without knowing what codec was actually used to encode the file, there is little chance of getting anything useful from it.
What is it's origin ?
Edit : a little scrounging in google says it's encoded with Micronas InterMetall Speech MI-SC4 v.4.2.4, but I can't find a codec for it anywhere.Read my blog here.

Well, it's still early in the day for Canada, so he might respond later, but given the subject of this post, I'm amazed that so many of you want to help this guy. That was a pretty rude way to ask for help. Or maybe it's just a test and he has deliberately created a file that you guys can't play, just to mess with you.

I didn't intend for my subject to sound rude...I thought I'd just try to spark some competition. The file is real and is not a trick, and I've literally been trying for over a year (on and off) to try and find a way to play it. I've tried the mi-sc4.zip before, but unfortunately it didn't work.
Midzuki: is that the converted file? is the file only static? (that would be an extremely disappointing end to this mystery. -
I'm no audio expert, but the audio file plays back: "Hello, hello, _____ is a dork"
I won't spill the beans on how I got to play it back just yet -

1) Like it or not, jman98 is right --- your opening post did sound
trollish. As for the file playable.wav: I opened test.wav in GoldWave
as an 8kHz-sampled mono bytestream and simply saved the result as
an uncompressed, "hearable" audio file.Why? Because I serious doubt
the original mysterious.wav can really contain anything worth hearing. -
