Is there a VGA to RCA cable, that's not HD15? The television I'm trying to hook up isn't HD. I'm just trying to go from my labtop to the TV.

No, not with a cable. It would need a scan converter box. What other outputs are on this laptop? New ones have a "TV Port" Din connector with 4, 7 or 9 pins.

4 Pin = S-Video. An adapter can be used to sum Y+C to composite.

7-9 Pin may include analog component YPbPr depending on the graphics chipset in the laptop. Consult your manual.

For Example my Compaq laptop with Nvidia Go 9100 chipset allows analog component over this 9 pin adapter.

This labtop only has a VGA, and HDMI connector. It doesn't have the S-Video. Is there an HDMI to RCA?

HDMI is best. There is no HDMI to RCA. VGA to RCA needs a scan converter box.
You need to consider getting a new TV.

What is the model number of this laptop?

  8. Displaying VGA on analog TV always look terrible.

You most likely won't get your money worth.

Not always. VGA to an LCD-TV can look great.

It all depends on the display card, the TV and if necessary the converter box.

I agree that unless you spend top dollar on a converter box, it will likely look terrible.
