VCD? SVCD? romeo must die divx

i have the romeo must die divx, and i used tmpg to turn it into a vcd compliant piece of material...but i dont think it worked right. when i went to put the converted copy into nero (newest version) it said it popped up that window sayin it wasnt vcd compliant. so i thought, "oh, welll it must be svcd then" do i loaded it up in the svcd window, nope, it said it wasnt svcd quality either. so here ill list the properties, yall tell me what i need to do. plz

1:1 aspect ratio
23,976 framers per sec
bitrate 1150000
1.316 mbit /sec
mpeg layer 2 audio
