I want to setup custom setting in premiere pro 2.
Editing Mode: Desktop
Timebase: 24.00 frames/second
pixel aspect ratio: D1/DV NTSC (0.9)
Fields: No Fields(progressive scan)
Display Format: 24fps timecode
And I want to export AVI 29.97 fps . Is it OK? My computer performance is too slow, so I used to edit 24 frames/seconds. But If I increase fps, the performance will be slower??

As far as I know, Premier (Adobe) recommend not to change settings during editing. Keep them same as input file.
On export you can do what you want. For export to DVD(NTSC) 29.97 is standard, unless you perform 2:3 pulldown on video later. -
so export with different fps don't cause bad quality video?
I thought input setting and output setting should be the same to keep good quality.
so if I setup 24 fps for editing, it is faster than 29.97 fps editing?? -
I do not know what file you are importing, but rule is input should match the file.
Output is a mater of encoder. If you have any other encoder which you feel will do better job, that output as avi and convert with other.
