I want to rip a DVD to SVCD and i am wondering what the quality will be like. Will it be virtually the same as the DVD? How do those SVCD movies that are downloaded on the net such good quality (dvd qual)?

In terms of FIDELITY, no it will not be the same, you are reducing the bitrate (amount information needed to "make" the picture") by in most cases more than 50%. You can not possibly have an equivalent when one variable is 50% less than the other.
In terms of overall perceptual quality, well that depends on a lot of factors. How well you encode, your source, your viewing equipment, and most importantly YOUR EYES. With the right combination, yes it is possible to have a SVCD that looks "DVD like". Basically, do not EXPECT to have the exact same quality as the DVD, and you will be ok. If you are one of those who cant settle for less than DVD, then buy the DVD.
