  1. which is better 23.967 or 29.97? Or does it even matter?

    Depends what quality you want it in ie:- movie or tv I think

  3. Depends if it was a movie or not. I'm converting a movie in pal form right now. I used Virtual dub and saved the audio as a wav. Then I saved the video with the slower framerate (23.976). The movie becomes longer. Use Cooledit to make the wav file the same length, then use TMPGEnc to make your mpeg. I think movies converted to PAL accually run faster so you are just slowing down to normal speed again. If it isn't a movie, i guess 23.976 would work well because it is a closer framerate.
