AVI to VCD Process

If someone doesn't mind can you give me a synopsis on exactly how to go from capture - to convert - to burn for VCD. I think I'm ready to take the plunge but I want success on the first try if possible.

Equipment as follows:
Dell 1Gig intel 3 processor
256 ram
64 mb Nvidia GeForce II
Pyro fire wire capture card (works great!)
Ulead Movie Studio (avi movie 20 minutes already produced)
Download of Tmpgenc 2.5 (how long should encode take)
Nero 5.5
Sony DVP 365 DVD player

I also read come things on Codecs but it is, as of yet, a little confusing.
A nudge in the right direction would be great.
