Change order of dvd audio streams

Is there an easy way to change the order of audio streams in a dvd (without demuxing and remuxing the dvd)?

PGCEdit may be able to do this. Have a look at the guides for it, both here and at the PGCEdit site.

You could use IFOEDIT's author module. Just put the audio streams in the audio panel in the order you want them and IFOEDIT will correct the ifo files to put the audio streams in the order you want them and they will play in the new sequence.
