Nero Menus, where am I going wrong ? please help

I'm trying to use the menu feature in Nero burning a VCD, but without a lot of success.
I've carefully followed the instructions in the guides, but when I come to play the CD in WinDVD it just sits there at the first menu page and doesn't let me go anywhere else.
I can see the thumbnails and titles of the different clips but that's my lot.
Could somebody please tell me where I'm going wrong.
I tried the preview option in Nero and it just sits there, but I thought it must not work until I've written the disc.
I'm obviously missing something to make the links work.
Please help.

i had a similar problem, have you expanded the numeric pad on windv clicked no1 and then the tick box, this works for me. if you have more than 1 mpeg file on the CD click the number in front of the file name in the menu and then it should play. (dont forget to click on the tick )

Silly me, I was expecting it to work like a web page link I suppose.
